The Learning and Skills Council was established in April 2001 through the implementation of the Learning and Skills Act 2000
 
Its key tasks are to:

  • Raise participation and achievement by young people
  • Increase demand for learning by adults and equalise opportunities through better access to learning
  • Raise skill levels for national competitiveness
  • Improve the quality of education and training
  • Improve effectiveness and efficiency

Cheshire and Warrington Learning and Skills Council is the Council's local arm with responsibility for working with local partners to achieve these tasks in the Cheshire and Warrington area.
 



The fundamental message of the mission is that it places the learner at the heart of the system. This therefore means that it will be the learner's wishes and needs which will determine the education and training opportunities, which the Council will secure in Cheshire and Warrington.  It is a statutory duty to encourage both participation in education and training and employer participation in the provision of that learning. This is designed to ensure that the skill needs of the economy and society are also met.

The Council's Grant Letter for 2003-04 to 2005-06 from the Department for Education and Skills provides substantial extra resources for the sector, especially for capital funding.  The key priorities for the Council in 2003-04 are as detailed in the Grant Letter to:

  • ensure the sector develops the capability to play a full part in the delivery of a more coherent phase of learning for 14-19 year olds
  • drive forward the implementation of "Success for All" - the strategy for driving up standards in further education and training
  • engage with employers nationally, regionally and locally, working in partnership with Sector Skills Councils and Regional Development Agencies
  • understand learners' views by continually strengthening and reviewing the systems for listening to learners.
